In December, the national unemployment average stood at 3.9 percent.
Nebraska (1.7 percent) and Utah (1.9 percent) recorded the lowest rates, while California and Nevada had the highest at 6.5 percent and 6.4 percent, respectively.
Which states hit record lows in December?
Twelve states hit their lowest unemployment rate since the country began recording them in 1976.

11. West Virginia (3.7 percent)
12. Wisconsin (2.8 percent).
